Airlines could pay when bags are lost

ALBANY, N.Y. (AP) - U.S. Sen. Charles Schumer of New York says that if airlines don't start reimbursing their rising fees when passengers' bags are lost, he'll introduce a bill to force the issue.

The Democrat says that under a new rule airlines would only have to reimburse their baggage fees if the luggage is lost forever. That rule is scheduled to take effect in August.

The fees range from $25 to $100.

Schumer tells The Associated Press that airlines should voluntarily refund the fees upon request to passengers when their checked bags don't arrive when they do.

He says only a small fraction of lost bags are never returned. Most show up days later.

But if airlines don't make the move, he says, he'll introduce a bill to require the refunds.

Cuomo signs texting-driving bill

ALBANY, N.Y. (AP) - New York Gov. Andrew Cuomo has signed into law a bill that will allow police to stop motorists they see texting while driving.

Previously, police could only cite a driver for the traffic violation of distracted driving if they were stopped primarily for another offense, such as speeding.

Thirty-four states as well as the District of Columbia and Guam already make texting while driving a primary violation.

The bill was passed by the Legislature this year and signed Tuesday. Drivers will face up to a $150 fine for texting while driving.

Cuomo will also seek tougher penalties through regulation for texting and talking on a cell phone.

The new law comes after texting contributed to several fatal accidents in New York.

The CDTA will be holding 4 open house meetings to gather additional input and share information about the proposed Albany County service restructure plan.

This included community forums, surveys, on-street interviews along with numerous meetings with major employers, shopping centers, hospitals and colleges. The result is a community-based plan that will improve mobility, provide better connections to large employment centers, and improve ridership on bus routes.
